Abstract

Today, the EU faces “a more connected, contested and complex world”. Major global trends (environment and climate change, demography and mobility, economic and political power shifts, energy, science and technology) are linked to a number of core security challenges that are likely to become increasingly important in the next decades.
On 28 June 2016, the High Representative for EU Foreign Affairs and Security Policy (HEVP) Federica Mogherini presented the European Union Global Strategy for Foreign and Security Policy (EUGS), entitled “Shared Vision, Common Action: A Stronger Europe” to the EU’s leaders. The document offers a deep reflection on the EU’s place in the world, its identity as security actor in a changing context both outside and inside the Union, and future scenarios.
The innovation of the EUGS in the security and defence sector is promising, but it needs to be done right. This is Europe’s last opportunity before we start falling behind. This world needs a stronger EU, and a stronger EU needs a more integrated security and defence.
