Respecting human rights in a health emergency and beyond

Abstract

Across the Council of Europe’s space, the COVID-19 crisis has impacted on a wide range of our human rights. Unprecedented lockdown restrictions imposed by governments have put the enjoyment of these rights at risk and exacerbated long-standing problems, often exposing the weaknesses that were already undermining Europe’s human rights protection system. The Council of Europe Commissioner for Human Rights has sought to respond to these challenges as they were unfolding by raising awareness about the impact of COVID-19 and measures to counter it on human rights and assisting states with recommendations on how to shape their response to the pandemic. Special attention has been given to the position of older persons, particularly those residing in long-term care facilities; the importance of ensuring women’s sexual and reproductive health and rights; and the need to ensure compliance of digital tools aimed at containing the spread of infections with human rights standards. The Commissioner will discuss the lessons to be drawn from the COVID-19 pandemic, which, if learnt, can transform this crisis in an opportunity.
