Based on comparative qualitative research in several cities, I argue that street art festivals have the potential for urban inclusion through meaningful community engagement, as well as exclusion by contributing to commerce, tourism, and, at times, displacement. In this paper, I discuss the often contested production and meaning of contemporary street art while seeking to identify the local conditions under which it manages to retain its critical, creative, and inclusive elements.
