Abstract

International shipping is the lifeblood of the global economy, accounting for about 80 percent of global trade by volume — it is therefore crucial for development and food security. In July 2023, the International Maritime Organization (IMO) — the United Nations agency that regulates international shipping — set a target for the shipping sector to become climate-neutral "by or around, i.e., close to" 2050. By Fall 2025, the IMO is expected to adopt climate change mitigation measures to drive this energy transition, including a GHG pricing instrument. This lecture will discuss equity-related concerns in the decarbonization of international shipping and options to address these concerns.

Bio

Goran Dominioni is an Assistant Professor (with tenure) at the DCU School of Law and Government. He is the PI of a World Bank-funded project on the implementation of carbon pricing in international shipping and has delivered training programs to members of IMO delegations on the same topic. His research has been published in the Arizona Law Review, Climate Policy, Journal of Environmental Law, and Marine Policy and has been awarded prizes from various institutions, including the MIT Climate CoLab, Yale Law School, and the World Bank. He is the lead author of the World Bank reports “Carbon Revenues from International Shipping: Enabling an Effective and Equitable Transition”, and “Distributing Carbon Revenues from Shipping”.
