Abstract
In just a few weeks, COVID-19, a disease caused by a previously unknown coronavirus, was first identified in China and quickly spread to the rest of the world. With national governments facing tragic choices such as imposing harsh containment and quarantine rules, and healthcare workers constrained to choose which patients to save and which ones to let die, most countries, including the EU Member States have taken gradual, sparse and often inconsistent steps, including the closure of intra-EU borders, and limits to the free circulation of medical devices and protective equipment. Coordinated responses (including early warning and data sharing), as well as solidarity, are crucial to respond to a pandemic. This lecture will discuss the existing global governance framework for pandemics and remaining gaps for more coordinated action both at global and EU levels.
