The School of International Studies (SIS) and the Institute for Comparative Federalism - Eurac Research, Bolzano, jointly convene the Fifth SIS-Eurac Annual Lecture on Federalism:

State Nationalism and Territorial Accommodation: Founding Moments and their Legacies in Spain and India

The Lecture will analyze the importance of 'founding state narratives' and their evolution on the ability of key state actors to accommodate pressures for territorial change in two multi-level and plural polities: Spain and India.
It will do so by evaluating how leading polity-wide parties articulate what the state is for and how it relates to sub-nationalist demands during critical junctures: the process of constitution-building in post Francoist Spain and in independent India.
It subsequently will address how such understandings of state nationalism inform the territorial constitution and the extent to which the latter is subject to change, especially as the outcome of changes in party competition and the party system. It will discuss how the Catalan question and the rise of Hindu nationalism have destabilized the compromises underpinning the management of territorial diversity in Spain and India respectively.

Invited Speaker

  • Daniel Cetrà, Centre on Constitutional Change – University of Edinburgh

Research Fellow at the ESRC-funded Centre on Constitutional Change, where he compares the evolution of sub-state nationalism and the case for independence in the Basque Country, Catalonia, Flanders and Scotland. He is currently developing a project on state nationalism centered on meanings of unionism in Brexit debates. In 2021, he has won the “Eurac Research Fellow in Residence”-Award.

Chair

  • Jens Woelk, SIS and Faculty of Law, University of Trento.
