Across western cities, we are witnessing an increasing formalization of control over public space. The notions of civility and incivility in urban space are changing, as are the perceived risks and dangers, and there is an increasing readiness to demand legal solutions to issues arising in everyday interaction. In this talk, I will discuss this development using several empirical examples and I will highlight the role of groups in the process: first, the "uncivil" groups and how they are constructed in media and policy discourses, and second, the majority in-group, representing the values of civility and community which bear the legitimacy of the regulative processes.
